Deuteronomy 21:6-8

⁶ All the elders of that city nearest to the slain one will wash their hands over the heifer whose neck was broken in the wadi. ⁷ Then they will answer and say, ‘Our hands did not shed this blood, nor did our eyes see. ⁸ Grant atonement for Your people Israel whom You have redeemed, Adonai, and do not put innocent blood on Your people Israel.’ Then atonement will be granted to them for the blood.
